Is the design changing?

We read again in the Weekend Post that another design is possible with Aquis, one has to ask what is happening?
In an article posted on this site on December 24, 2013 the member for Cairns Gavin King stated that he preferred the Hong Kong design as below:

What happened with the original design and why change things now?
When Aquis first surfaced it said that Tony Fung was going to build the Casino/Resort pay for a four lane road up to the 60kms sign in Yorkeys, build a road to the Caravonica roundabout and even said that he would build an overpass which probably would never had eventuated.
Now we read that Tony Fung is travelling to Hong Kong to seek investors and have talks with bank to finance this project, so reality he doesn't have the money to do all he says he will do.
We're again informed that a suggested new design described as below:

From any of the designs put forward so far it would appear they are trying to make Cairns a Hong Kong shoot off and I am sure that the residents don't want that, Cairns is unique and why change the looks to suit a few including pollies.
The new design will include the following:

The first stage of Aquis includes nine luxury hotels totalling 3750 rooms, 
1200 apartments and 135 villas, 
13,500sqm of high-end retail shopping, an international-class casino,
an aquarium, 
two 2500-seat theatres,
a 13ha reef lagoon,
a 65ha lake,
an 18-hole golf course,
a 25,000 seat sports stadium,
a 45,000sqm convention and exhibition centre,
1800 staff accommodation units and a cultural heritage centre.

What happened to the sports stadium that they said would probably be built in Cairns?
They are again sprouting the aquarium which reportedly dropped from the previous design.
The most interesting statement is the 1800 staff accommodation up from 1400.
The inclusion of a convention  and exhibition centre, what happens to the Cairns Convention Centre which has proved very popular and a valued asset to Cairns.
The "high-end" retail shopping complex within the casino, do the local traders think for one minute that the guests are going into Cairns to spend up big, NOT LIKELY.
The Chamber of Commerce which should be looking after the local businesses is pushing this project as if there is no tomorrow.
Look after the locals first.
The EIS report hopefully will be released in April 2014 some 3 months behind the original date so it will be very interesting to see what it contains, hopefully the local residents will have a community meeting to discuss the contents without the usual objections from the politicians.
People do have rights.
Here's a suggestion, why not build Aquis on the waterfront where the CEP was going to be built, Yorkeys Knob is not the right location for something of this magnitude.
