Upgrading a Casino with NO poker machines

The Fungs have announced an upgrade of $300 million dollars  to the $6 million dollar Canberra Casino which doesn't even have poker machines (this has been reported numerous times on this Blog).
Why would anyone want to spend that much money on a casino that nobody wanted and the previous owners according to reports they were glad to see the end of the Canberra Casino.

Again the business and community leaders are hoping: that plans by Aquis to spend $330 million on redeveloping the Canberra casino will provide the impetus for a restart of the stalled Yorkeys Knob venture. 
Don't these people read, google and talk to other people to get information NO THEY DON'T or they they would realise that it's all about the Gold Coast and Canberra.
Three years ago Aquis surfaced in Cairns and what  has developed in that time ABSOLUTELY NOTHING but yet we still have community leaders from the Mayor down to some local business people saying it will go ahead.
This is what Terry James the Deputy Mayor of Cairns had to say to John McKenzie when asked  on Thursday September 24, 2015 on whether he thinks that Aquis will go ahead:

Don't you love the way that local politicians are so positive in what they say even though Tony Fung doesn't have the money to build this monstrosity and that's why he wants to put it on the stock exchange.
They know that Cairns won't benefit from this casino because if it was going to happen it would have passed all requirement 18 months ago.
Again, don't blame the previous or present governments for the delays because the blame lies completely on the shoulders of the Fungs who did not complete the probity requirements nor did they attend the three formal meetings both of which were part of the investigation and requirements.
